What is the part that needs repair, and what does it do?

The brake vacuum pump uses vacuum power to make it easier to brake.

 

How did this part get damaged or worn on my car?  What is wrong with it?

Due to stress, the seal that keeps the vacuum tight wears down and eventually opens, compromising the vacuum.

 

What other problems can this issue cause?

Driving with an unsealed brake vacuum pump makes braking much harder, which is very dangerous.
